Salvadoran illegal immigrant charged with murder after Virginia mother found stabbed near D.C.-area trail

 August 20, 2026

A 19-year-old illegal immigrant from El Salvador, caught and released at the border under the Biden administration in 2024, now faces a second-degree murder charge in the stabbing death of a 42-year-old Virginia mother.

Fairfax County Police arrested Alexis Antonio Cedillos-Campos on Wednesday in connection with the killing of Carmen Lizet Puch, whose body a jogger found early Monday morning in a gravel parking lot at Difficult Run Park near Great Falls, Virginia. Officers arrived and pronounced Puch dead at the scene. The Daily Caller reported that Cedillos-Campos, a Salvadoran national, had crossed the border illegally at El Paso, Texas, in April 2024 and was released into the country's interior under the Biden administration's catch-and-release policy.

Puch was a Reston, Virginia, resident and a mother to a three-year-old daughter. Friends described her as soft-spoken, hardworking, and devoted to building a better life for her child after moving from New Jersey. She and Cedillos-Campos were co-workers at a restaurant, and Fairfax County Police said the attack did not appear to be random.

Surveillance video showed the suspect armed himself before the attack

Details from the New York Post paint a grim picture of premeditation. Surveillance footage showed Cedillos-Campos arming himself with a fixed-blade knife, latex gloves, and a water bottle before the killing. Police described the suspect and victim as having had an "intimate" relationship.

Puch was stabbed multiple times. After the attack, Cedillos-Campos allegedly siphoned gasoline and poured it on her body, then set it on fire, Breitbart reported. Her body was found near her 2011 Honda Civic at approximately 6:43 a.m. Monday.

Fairfax County Police Chief Kevin Davis announced the arrest at a press conference. He did not hold back about the nature of the crime.

As Fox News reported, Davis addressed the brutality directly:

"The way that she was treated by this killer was reprehensible."

Fairfax County Police Captain Jason Chandler told reporters there was "no immediate indication that this was a random act," the Washington Examiner reported.

DHS blames Biden-era catch-and-release for putting the suspect on Virginia streets

The Department of Homeland Security confirmed that Cedillos-Campos entered the country illegally through El Paso in April 2024 and was released. A DHS spokesperson issued a statement to the Daily Caller placing blame squarely on the prior administration:

"Biden and [Secretary of Homeland Security Alejandro Mayorkas] hand-delivered alleged killer Cedillos-Campos to the streets of Fairfax County. They recklessly unleashed millions of unvetted illegal aliens into American communities and abused the law to do so."

The spokesperson added that the current administration has moved to reverse those policies:

"President Trump and Secretary Mullin are now enforcing the law, arresting illegal aliens who have no right to be in our country, and have reversed Biden's deadly catch-and-release policy."

Journalist Bill Melugin posted on X on August 19, citing a federal source, that the suspect was "a Salvadoran illegal alien who was caught and released at the border by the Biden admin in El Paso, TX in April." DHS's own statement to the Daily Caller corroborated that account.

ICE and Fairfax County Police had not responded to the Daily Caller's requests for comment as of publication. It remains unclear whether ICE has placed a detainer on Cedillos-Campos or what his current custody status is beyond the arrest.

Fairfax County's violent-crime pattern keeps growing

Puch's death is not an isolated case in Fairfax County. The Daily Caller reported in April that three-quarters of the county's murder suspects in 2026 were illegal immigrants, a statistic that drew national attention and sharp criticism of local leadership. The Trump administration has directly challenged what it calls the "sanctuary" politics of Virginia, including in other recent Virginia stabbing cases involving illegal immigrants.

Earlier this year, DHS reported that an illegal immigrant with more than 30 prior arrests fatally stabbed a 41-year-old mother at a Fairfax County bus stop. In a separate case, an illegal immigrant father in Virginia allegedly murdered his three-month-old daughter.

The pattern has raised hard questions about how suspects with serious criminal histories or no lawful immigration status keep cycling through the system. In California, a judge freed an illegal immigrant on pretrial release one day before he allegedly stabbed a 68-year-old man to death, prompting DHS to demand the state hand over the suspect.

Friends of Puch launched a GoFundMe page to support her young daughter. They remembered her warmth and selflessness:

"She was soft-spoken, caring, and always looking out for others, often asking how people were doing and offering help without hesitation. Carmen had moved from New Jersey and was working hard to build a better life for herself and her young daughter. Above all, she was a loving mother doing everything she could for her little girl."

DOJ is already investigating Fairfax County's top prosecutor

Fairfax Commonwealth's Attorney Steve Descano is separately under investigation by the DOJ Civil Rights Division. Federal investigators are examining whether Descano's office gave preferential treatment to illegal immigrant criminal defendants, treatment that, if confirmed, could amount to discrimination against American citizens. Critics have accused Descano's office of a pattern of release and plea deals that put violent offenders back on the street.

The Trump administration has singled out both Descano and Democratic Virginia Governor Abigail Spanberger for what it describes as enabling sanctuary policies in the state. Whether Descano's office had any prior contact with Cedillos-Campos remains unknown. Broader federal enforcement efforts in the D.C. area have ramped up significantly, with Trump's D.C. crime task force logging more than 16,000 arrests in its first year.

ICE has also stepped up removals nationally. The agency recently deported gang members convicted of manslaughter, attempted murder, and sexual assault as part of a broader push to prioritize violent criminal aliens for removal.

Cedillos-Campos faces a second-degree murder charge. No plea has been reported. Formal details about additional charges or an arraignment date have not been made public.

Carmen Lizet Puch did everything right. She worked hard, raised her daughter, and went about her life in a county whose leaders could not be bothered to do the same for public safety. The system that released her alleged killer at the border two years ago owes her family more than silence.
