Kansas mayor from Mexico charged with voting illegally multiple times

 November 6, 2025

Imagine a small-town mayor, re-elected by trusting citizens, only to be accused of betraying the very democratic process that elevated him.

The Daily Caller reported that Jose Ceballos, the mayor of Coldwater, Kansas, and a Mexican national, faces serious charges for allegedly voting unlawfully in U.S. elections multiple times despite not being a citizen.

Coldwater, a tiny community in Comanche County with just a few hundred residents, must now grapple with the fallout of this scandal.

Ceballos, a legal permanent resident, reportedly registered to vote without obtaining American citizenship, according to local prosecutors. It’s a bitter pill for a town that prides itself on trust and neighborly values.

Uncovering Alleged Fraud in Coldwater

The charges against Ceballos were filed by Kansas Attorney General Kris Kobach, a Republican known for his hardline stance on election integrity.

Kobach’s office announced three counts of voting without qualification and three counts of election perjury, all classified as nonperson felonies. If convicted, Ceballos could face over five years behind bars—a hefty price for allegedly gaming the system.

Timing couldn’t be more dramatic, as the charges dropped just one day after Ceballos secured re-election as mayor. One has to wonder if Coldwater’s voters feel a bit duped, having cast ballots for someone now under such a dark legal cloud. It’s a classic case of “too little, too late” for election oversight.

Kobach didn’t mince words on the severity of the accusations. “In Kansas, it is against the law to vote if you are not a U.S. citizen,” he stated in a press release from his office. “We allege that Mr. Ceballos did it multiple times.”

Let’s give credit where it’s due—Kansas officials leveraged cutting-edge tools to sniff out this alleged fraud. The Systematic Alien Verification for Entitlements (SAVE) database, managed by U.S. Citizenship and Immigration Services (USCIS), played a pivotal role in flagging Ceballos’ status.

Updates to SAVE, alongside partnerships with the Social Security Administration, have empowered states to verify citizenship more effectively.

State officials are quick to applaud the Trump administration for bolstering these verification systems. Through Executive Order 14248, signed by President Donald Trump, efforts to shield American elections from fraud and foreign influence gained traction. It’s a refreshing change from years of lax oversight that left the system vulnerable.

Kansas Secretary of State Scott Schwab highlighted the newfound capabilities in a statement to 12News. “We now have tools, thanks to the current White House, that we haven’t had in over 10 years,” he said, emphasizing the ability to cross-check voter rolls via SAVE.

Broader Implications for Election Integrity

Schwab’s point cuts to the heart of a larger issue—ensuring only citizens shape the nation’s future. “And they could be a legal resident, but they’re not a citizen. We want to make sure that gets clarified,” he added. It’s a fair concern when every unauthorized vote risks diluting the voice of lawful citizens.

USCIS is also deeply involved, coordinating with law enforcement on Ceballos’ case, signaling this is no isolated incident.

The agency’s commitment to rooting out bad actors through SAVE suggests more cases may surface. It’s a wake-up call for anyone who thought voter fraud was just a conspiracy theory.

Look at the broader landscape—Texas Attorney General Ken Paxton has similarly cracked down on suspected noncitizen voting.

Kansas officials openly credit the Trump administration’s focus on election security for enabling such actions. Finally, it seems, there’s a serious push to protect the sanctity of the ballot box.

For Ceballos, the road ahead looks rocky, with felony charges casting a shadow over his re-election victory. While he remains innocent until proven guilty, the accusations alone raise troubling questions about trust in local leadership. Small towns like Coldwater deserve better than to be pawns in a larger debate over voting laws.
