Trump grants pardon to Texas Democrat Henry Cuellar over border policy clash

 December 4, 2025

President Trump just threw a curveball by pardoning a Democrat who dared to challenge the left’s border security stance.

The New York Post reported that in a jaw-dropping decision on Wednesday, Trump absolved Texas Democratic Rep. Henry Cuellar and his wife, Imelda, of federal charges involving bribery, money laundering, and acting as foreign agents, tied to an alleged $600,000 in payments from foreign sources.

The saga kicked off in 2014, when prosecutors allege the Cuellars began receiving substantial sums from Azerbaijan’s state-owned oil company and a Mexican bank, disguised through questionable consulting arrangements.

Allegations of Foreign Influence Emerge

Federal prosecutors claim these payments, continuing until 2021, were hidden via sham contracts with front companies, while Imelda Cuellar allegedly contributed minimal legitimate effort for the funds.

The charges painted a grim picture: Rep. Cuellar was accused of using his influence to tilt U.S. foreign policy toward Azerbaijan and support legislative moves favoring the Mexican bank, even nudging high-ranking executive officials.

A conviction could have meant a near-lifetime behind bars for Cuellar, a harsh fate for a seasoned South Texas politician caught in a legal storm.

By March 2021, with President Biden newly in office, Cuellar became a loud critic of the administration’s border approach, pushing for tougher security and a presidential border visit that took almost two years to happen.

Here’s a Democrat bucking the progressive trend on open borders, and soon after, in January 2022, the FBI raids his home, raising questions about whether this was justice or political targeting.

Even with the raid and charges hanging over him, Cuellar stood firm, securing reelection that year against a far-left opponent, showing his South Texas base still trusted him.

Trump Steps in with a Pardon

On Wednesday, Trump issued a complete pardon for both Henry and Imelda Cuellar, casting the legal pursuit as a politically motivated hit by the Biden administration against a dissenting voice.

Trump blasted out on Truth Social, declaring, “For years, the Biden Administration weaponized the Justice System against their Political Opponents, and anyone who disagreed with them.” That’s a direct jab at what he sees as abuse of power to muzzle opposition.

Trump didn’t stop there, adding, “One of the clearest examples of this was when Crooked Joe used the FBI and DOJ to ‘take out’ a member of his own Party after Highly Respected Congressman Henry Cuellar bravely spoke out against Open Borders.” Talk about calling out the left’s border policy failures with no filter.

In response, Cuellar expressed appreciation, saying, “I want to thank President Trump for his tremendous leadership and for taking the time to look at the facts.” He noted the pardon clears the path forward for his family and work in South Texas.

With the legal weight lifted, Cuellar has declared he’ll seek reelection as a Democrat, a gutsy call for someone who twice voted to impeach Trump yet collaborated with Trump officials on border enforcement.
