Noem’s special envoy title expires as she stays on Americas security work

 October 17, 2026

Kristi Noem no longer holds the special envoy title for the Shield of the Americas after her status expired, yet she remains a senior adviser still working that portfolio.

A State Department official said former Homeland Security Secretary Kristi Noem’s envoy status expired last month and she is no longer in the role, while confirming she keeps the same regional assignment in a new capacity.

She is now a senior adviser to Deputy Secretary of State Christopher Landau and continues work on the Shield of the Americas portfolio, the official told CBS News. The Daily Caller reported she will still handle regional diplomatic business without the special envoy title.

The change landed just before the United Nations General Assembly in New York. Noem still took part in diplomatic meetings with regional leaders there.

Title lapsed

Noem became special envoy in March as her Homeland Security stint ended. The Trump administration had established the Shield of the Americas on March 7 as a coalition of Caribbean and Latin American countries.

The group was built to cooperate on economic stability, anti-cartel action, and other security matters. Noem’s transition into the envoy post included a five-country visit across Latin America and the Caribbean, part of which overlapped her final Homeland Security duties.

She met Ecuadorian President Daniel Noboa on March 25 and again on Sept. 22. She also held discussions in Washington with Ecuadorian and Colombian diplomats and joined meetings with regional leaders at the U.N. gathering.

Public detail on her envoy work stayed limited. The State Department did not immediately respond to a comment request when the title change became public.

"Kristi Noem’s envoy status expired last month and she is no longer in the role,"

the State Department official said Thursday.

"She is now a senior advisor to Deputy Secretary [of State Christopher] Landau and continues to work on the Shield of the Americas portfolio."

Trump credited her work on the alliance

During a September meeting with Noboa, President Donald Trump thanked Noem directly.

"I want to thank Kristi Noem for doing a really terrific job,"

Trump said.

On Sept. 22 the State Department account posted his description of the coalition:

"This is the largest and most powerful alliance for economic and national security ever to convene in the Western Hemisphere."

That framing matches the administration’s pitch for the group: tighter economic and security coordination across the hemisphere, with pressure on cartels and shared stability goals.

Earlier DHS exit and a parallel envoy exit

Noem left the Department of Homeland Security amid mounting criticism and accusations of mismanagement. She faced bipartisan scrutiny over more than $220 million spent on advertisements during her tenure.

Corey Lewandowski, who served as her DHS adviser, drew separate reporting that he attempted to solicit foreign government contracts with multiple Gulf States, according to the Wall Street Journal. Rumors of an extramarital affair with Noem also circulated in that period.

Days before the Noem title change drew notice, Kimberly Guilfoyle resigned as special envoy to Greece after White House pressure. The State Department offered no detailed public explanation for why Noem’s envoy status simply expired rather than being renewed under the same label.

What is clear is the outcome: the special envoy designation ended, the senior-adviser role began, and the Shield of the Americas assignment continued under Landau’s office.

Washington still needs steady hands on cartel pressure and hemisphere security, titles matter less than whether the work gets done.
